Yes! But, first:
Confirm that it has been at least 48 months since you last received a Sapphire sign-up bonus. To clarify: 48 months since the bonus points were awarded to your account (not since your last Sapphire card application).
Ensure you're under "5/24"-- if you have opened 5 or more personal credit card accounts (from any bank) in the past 24 months, you may be automatically declined for certain Chase credit cards.
If it has been at least 48 months, here's the process:
Call the number on the back of your Sapphire. Ask to downgrade to a Chase Freedom Unlimited® or Chase Freedom Flex®. That way, you maintain any points on the account and keep the credit history.
Wait at least a week (ensures Chase's system updates to reflect you're no longer a Sapphire cardholder).
